Professional Bio

With over 20 years of experience in Human Resources, Rachel is a seasoned practitioner and people leader, recognized for effectively bridging administrative excellence with strategic insight. Throughout her career, Rachel has led HR functions across various industries, managing teams and delivering solutions that support organizational goals, enhance employee engagement, and foster inclusive workplace cultures. Her experience spans the full spectrum of HR and support of the entire employee lifecycle. Rachel’s experience spans from core administrative functions—such as benefits administration, policy development, and HRIS management—to strategic initiatives in workforce planning, organizational development, talent management, and culture transformation. As a collaborative leader, Rachel has built and guided high-performing global HR teams, serving as both a strategic advisor to executives and a coach to developing professionals.

Rachel holds a BA degree from the University of New Mexico in Communications, she completed the professional HR Management program at California State University, San Marcos and, holds a Senior Professional in Human Resources (SPHR) certification. Her combined education and experience provides for a deep understanding of both compliance requirements and business alignment. Driven by a passion for people and purpose, Rachel continues to champion HR practices that create value for employees and organizations alike.

Principal & Co-Founder

Thom Finni

Thom Finni is a Principal & Co-Founder at True Mission HR who has gained over 30 years of experience in Human Resources. After beginning his career in staffing and recruiting in Boston, MA, he moved home to California in 2002, and moved into HR Management roles encompassing all areas of HR practice and a wide range of industries including wholesale distribution, insurance, nonprofits, legal firms, telecom, SaaS, online education, municipal government, and defense contracting. His specialized areas of HR including process development, systems implementation, and employee relations. He has defined his career with his adherence to high ethical standards and integrity, while striving to balance the needs of employees with those of the company.

Thom earned his bachelor’s degree at Vassar College where he studied Sociology and Media Studies. In addition to winning the Rising Star Award from the Santa Barbara Human Resources Association for designing and implementing an ESL Program for Spanish-speaking employees, he is also a Senior Certified Professional in Human Resources from the Society of Human Resource Management. Most recently, Thom became a Certified Plan Sponsor Professional of retirement plan administration.
